What you've just described is essentially the core component of vigilantism. It's defined by a marked belief that there is non-existent or insufficient authority or lawful governing force and that it is the right of the citizenry to exact criminal punishment on those perceived as guilty regardless of judiciary proceedings, circumstance or consequence.

Although I am certain you act with the best intentions, you are ignoring the fact that children do not have the developmental or cognitive capacity to necessarily tell right from wrong, or to recognize the long-term implications of their actions. Treating them otherwise or expecting differently of them is tantamount to abuse despite any justifications you might cite, and it is not lessened in severity by our situational surroundings.
