[People with abilities were always more useful to him than those who had none, particularly if they weren't just another human who happened to have powers. Luke didn't seem to be that.
His response comes later than everyone else's, though he does read what everyone else has said, and perhaps it's long enough for Luke to have formed an opinion on some things. Either way, there was still room to try and influence his opinions. He thinks the young man is doing a really good job at hiding his anger at having lost his abilities, and Khan could relate to that. He'd hated his first month here, hated being weak enough that a human like Kirk could actually hurt him.]
As others have probably told you already, your abilities will return in a month's time. [Yeah, he knows, Luke's been told, but he figures it's better to be reassuring, and most people would find it unsettling to receive confirmation that someone else had read through all the responses to their broadcast.]
Unfortunately [or maybe fortunately, considering the sort of person he was] the people who brought us here are far too inept to fight this war. They can't even defeat the Serpent's Cult, instead they've allowed every inch of their government to be infiltrated. If the war continues this way, it will be a long time before any of us can return home.
