He didn't respond for a few moments, understanding everything completely. A part of him is angry, of course, that Garak would still betray him despite not having lost faith in the plan, but then... He had hesitated, too, hadn't he? Julian had gotten to him, too, influenced him. It probably wasn't worth the risk, though he didn't know how they were going to beat the Serpent now, and he still had no trust in Kirk and co, to do it.
Finally, he responds, his voice quiet, sad:] So you chose to betray me to honour him, rather than because you lost faith in the plan. [A beat.] Perhaps you just saved the multiverse, perhaps it wouldn't have worked. [It's not often Khan admits he might, or indeed is, wrong.]
