Who: Padmé and Anakin
What: Padmé and Anakin skip the feast, Anakin decides to put on cat ears to cheer up Padmé... and 8:00 strikes. Also, morning after cat.
When: October 31st/November 1st

Halloween held a certain level of uncertainty in relation to what costumes may be chosen by others and all it would take was one Darth Vader costume, or similar, to make things extremely awkward. That was something that neither Padmé nor Anakin wanted, so they had decided to eat in their rooms and avoid the feast.

In general, Padmé (personally) attempted to be rather accepting of other culture's costumes so long as they weren't harmful to anyone. She knew Anakin was as well, in general, though he perhaps had less patience than her in regards to seemingly silly things - part of diplomacy versus not, she supposed. Satine had expressed a level of interest in the cultural aspect of it, before she left, and Padmé understood the curiosity. But even if Padmé accepted the idea of Halloween, that didn't mean they needed to participate in it and feel uncomfortable.

It just made their lives seem, somehow, less significant. Comedic, perhaps. Fictional. And Padmé knew they weren't fictional. She had been lost amidst her thoughts, contemplating her missing friend, rather than paying attention to the delivered meal. She was getting over Satine's absence, but the occasional stray thought still hit her at times.
