Belle blinked, just twice, trying to read his tone and expression. She'd expected him to perhaps laugh at the idea of a land without magic, considering what he did, what he was. This...she wasn't sure what to make of this reaction. But she only drew her lower lip between her teeth for the briefest of seconds, before she nodded, leaning forward just a bit.
"Mmm-hmm, that's why the Council has that--list. The people here are...more than afraid of anyone who does magic, or isn't...human, and they want to keep track of all of them." While the small bite of frustration in her voice was mostly because of him, now--because even if he avoided them,there was no way the Concil or at least the townspeople wouldn't say awful things (she worried the other refugees would as well), she was still frustrated for the others already here who'd had to make difficult decisions to try and lead their lives in peace.
