"People can think about many things," Reid continued. "But that doesn't mean that they plan to act on them. Some people with the sickest thoughts have the greatest self-control. It's difficult to see why you would punish someone who has done nothing wrong but thinking."
He shook his head. There were a million moral questions to this issue, but now wasn't the time to get into them.
