It wasn't so much wanting to destroy Hong Kong as it was the fact that Hong Kong would've been collateral damage -- given the choice between dividing a small fleet of giant mobile mechanical weapons between protecting the city and utilization in battle, or hold them back as a whole so they could be certain as to their condition when they were sent into battle and if they'd even be sending any in at all...
