We have to remember that the Authority is a committee, not a group of separate entities overruling a set of people who can just access the might and power of said committee whenever they want to. Everything that a member wants to do has to be put to a vote. So in essence, all Malach could do would be to say "Don't do that or I will suggest punishment to the Authority for a vote". More than likely, though, they won't bother with the plight of a single person.
That isn't to say, however, that everyone ON the Authority doesn't hold significant power/sway over whatever set of people they represent. They just can't throw the might of the Authority at someone for making them unhappy whenever they want to.
