The Doctor winked at Phaedra before addressing the question.
"Oh! Excellent things on deck for 2036!" The Doctor clapped his hands together once. He wouldn't tell her what those things were. She would find out herself eventually.
As for the direct question...
"Easily. You could do it, too. There's not a great trick to it. All you need is a time machine. Humans think time is a straight line--I blame all those timelines in your history books." The Doctor shook his head. "It isn't linear at all. You could be born in 1776, meet a time traveller, and get to see all the wonderful things in 2036 by hitching a ride."
Of course, the Doctor was over 900 years old. But one thing at a time. He didn't want to overload Eleni.
