Whew. These are tons of great ideas to start considering! I agree that we need to see some things get going with the outside wizarding world to push all of the characters into some more drama. Here's some of my general ideas for each of these points:
1) I was thinking that seeing the beginnings of people disappearing or being taken out by the Death Eaters would be a good way for people to start having to make those choices or being more vocal to others. Not to throw Mr. Meadowes under the bus, but it would make sense for Aurors to be some of those people. Or maybe some Muggles, especially those connected with the wizarding world (like with Mary's parents).
2) With the amount of parents that work for the Ministry, some of them could be working on the bill, which would carry over to the student's attitudes. Also, maybe to incorporate the idea of #1, what if, because Muggles are going missing, that's part of the reason for Muggle registration? That way, people from both sides could start pushing for it (albeit for very different reasons).
3) I think that this could start up naturally just based off reactions to DE attacks coming about, especially if students start getting more vocal (or physical) about their beliefs. Students would start sticking up for or ganging up on each other. Maybe not so much of an official club, but people would start finding others around the castle that they have ideals in common with.
4) This could be a role that students with parents on either side could start taking on. Like, children of DEs (that agree with their parents) could start reaching out to other students who might not know about the formalized group so much. The Order would be a little different, though, because a) Dumbledore starts it up (canon-wise at least) and b) I'm not sure how much students could do while at Hogwarts. But it could be something that starts up after Christmas, so that people could join up after their graduation or turning of age.
5) I'm not sure if Dumbledore would have the Aurors at Hogwarts, because they would probably be needed elsewhere if things start turning. And from a control perspective, how would they be played? Or would they just be generic people like the professors currently are?
6) I agree that this might be a little unlikely at the moment, but maybe a future point. If it were to happen, I think that there could be some sort of specialized prep class, sort of like a way more intense version of Apparition lessons that students could take if they were interested. This could also lead to some problems with the Ministry trying to step into Hogwarts like what happens with Umbridge (just maybe not as intense).
