The entire problem with it was that Sam was so indoctrinated by his former pack's treatment of him that he would see a despicable abuse of trust like ordering him around as normal. Not cruel. Jo couldn't abide by that; she would try to use what authority he'd conveyed in her as little as possible and would die a little inside every time she was forced to.ยด
