A few snowflakes, even out of season, aren't a herald of disaster. This world does, Elsa knows that very well, and there's no reason why her powers should suddenly spiral out of control like they used to... but she can't help it. Her heart beats faster just seeing those first flakes.

She'd gone outside: to see if she'd maybe somehow recognise this storm as "hers", if that's even possible; to see if she could calm it; to do something with her building anxiety instead of just sitting shut away indoors like she always used to do...
Don't be silly, she tells herself. Just because it's picking up doesn't mean it's you. Go on; see if anything happens.
If your character happens to still be outside and passing by, they might see Elsa curled into herself on a park bench, before she hesitatingly reached out to place a hand on a nearby tree trunk-- and then quickly pulling the hand back.
