Oliver's nerves were raw and it had nothing to do with the kiss.

After making sure his mother was out, Oliver grabbed an abundance of Floo Powder and violently threw it into the fire. His control was unraveling and it was all because people couldn't learn to leave well alone.

'Charlie Weasley,' he stated firmly into the emerald flames, sticking his head in.
