The Amendments were voted on by the general population because the Constitution called for a referendum to make constitutional changes. No process for putting forward Bylaws was created or very clearly outlined in the constitution, it could be useful but most people seemed more interested in amendments than by-laws, perhaps due to the lack of clarity over what by-laws were meant to be. That's a failing of the original document that would could correct, however, If we clarify it, that will give the Council more power which means a jury would be important, but if we had fewer squads, the jury could be significantly smaller, and a decision to recuse oneself just means we need to decide a temporary replacement strategy.
Fewer, larger squads with more than one representative per squad means a council the same size, or larger than it currently exists, therefore no, fewer squads don't run counter to it at all.
