It was, but that's not what we're doing. The council has maybe done some tweaking of language, but every decision thus far has still gone out to be voted on by the population as a whole.
Amendments were meant to be reserved for large, structural changes to governance whereas bylaws pertained to more the quotidien details of it. I'd think most of the "Amendments" we've had thus far could have been enacted as bylaws, requiring only council approval, but that people in general seem willing to vote on their own.
If we consider that in actuality, the power has never left the hands of the people in a tangible way, the Council largely becomes an oversight committee, in which case, I don't think we're hurt by having more members on that. Fewer squads seem to run counter to that.
I'd actually move in its current iteration we abolish the jury entirely, perhaps save the chief justice. and assemble jurors on an as needed basis. It would cut down on the fairly significant problem we've had with recusals on a set jury as well as free up people willing to work in government.
