The original intent of the constitution was to run as a representative democracy with the jury weighing in almost more as a check. but as it's played out every decision has been approached as an amendment to the constition rather than the bylaws originally proposed. We're really running a direct democracy with the jury functioning more as a disciplinary arm.
I think we possibly need to embrace that and just run as a direct democracy with the council playing a more organisational role. I'm not sure what it implies for the jury,
