It ain't a bad idea. Even if'n we don't form groups, having more of an idea of what it is we're all wanting to do in an emergency situation is a good call. If everyone is trained in a few different ways that'll help people's responses to situations become more natural.
It's true that we might end up in a situation where we don't know who we are again but that hardly means we shouldn't try and get something in place while we got the time to do so.
