It's a fairly common framework in moral philosophy.
We obviously want to save as many people as possible. People are strongest in groups. But are men, for people of both genders, just a ticking time bomb waiting to go off so to speak that should be abandonned to improve safety, or to what extent is it ethical to expect or to voluntarily waive concerns for the safety of others (or our own personal safety) to increase the likelihood of male survival too?
Do men become a waste of time and energy to protect?
