Because I think we're in the phase of the experiments where the carrot no longer has to be dangled directly in front of us for most of us to know that it's there. It's the punishment I rather avoid, considering the Soviet bunker Romanoff was locked in prior to this experiment. That could have very well been a test run or a warning, and yet we've decided as a group that we simply don't care what's coming and we're willing to passively ride it out. Everyone's willing to do nothing because they think they're smarter than this game, and that complacency is dangerous and arrogant.
My concern is that the scientists are going to decide we've become fat and spoiled as test subjects and are going to result to harsher methods of getting us to act if we continue to decide we just don't care enough to do so on our own.
