Abilities develop and change over time. They improve with practice, or they deteriorate based on circumstances largely attributable to chance and outside the control of their possessors. Beliefs change for a reason. One can choose to alter them, or not. There's a difference.
Certainly not all beliefs are perfectly rational. Many are not. But you can always have them. As long as you have access to truth, you have them; and you can always do something to control your access to truth. You would do better to build yourself upon that rock than upon something you could lose if you broke your hand, or your leg, or lost your voice.
