I agree, but they have no power over Hotel himself. That leaves them very little else to lash out against.
From my observation, a lot of the members of Hotel are the loner types that were uncooperative with others in their own worlds and have carried that attitude over here, so it doesn't surprise me that they would have chosen to refrain from participating in this sort of political system or reached out for help given many of us represent the sort of thing they already don't trust. Which of course you are right about, there are a lot of should'ves and lack of communication from both sides. The whiplash effect and trying to keep on top of the other situations that arise make it easy to overlook other problems, and most of the problems that block faces we do try to correct one at a time because the root of the problem is the very experiment itself.
While many helped in the zoo incident, they were still subject to rather degrading and humiliating conditions. Even though we were providing food and blankets, that still put us in the perceived position of power over them that I imagine they have grown to resent. And you're right, we should be looking into putting a stop to it.
Hopefully the wording of 3A.10) is strong enough to get that point across, but I'm uncertain at which point the scientists will choose to ignore our laws, or what there really is to be done about it.
