If this is going to become a serious sticking point for some counsel members, perhaps we can alleviate the "sound mind" concerns without injecting the popular vote into these decisions by removing the permanence language - individuals can choose to turn their powers off for as long as they so wish, and if it later becomes apparent to the petitioner that the decision was made in a moment of insanity, then the petitioner can have their powers restored.
