No; that is wrong. Amendments must first pass the Council in order ever to be brought to a direct vote at all. Allowing the minority the opportunity to express itself only upon matters which the representatives have decided are worthy does absolutely nothing to assuage my concerns. The fact that the Jury, elected in the same fashion as the Council, can later rule on those same issues is similarly completely unsatisfactory to me. As long as council members and jurors are directly elected within their squads, and as long as those squads are organized the way they currently are, there is no way at all for the minority to express its voice in a meaningful way. The constitution as drafted absolutely ensured that.
Allowing the formation of new squads without the permission of the current representatives is the only way to correct this. I will happily vote for that. (If the Council in its infinite largesse decides that we are to be trusted with that privilege.)
Have they? I thought everyone had gotten loose. The Council certainly can't move forward, then. Who is it?
