In theory yes, but assumptions of both groups and individuals are intrinsically backward looking, often based on past acts or the legacy of those acts which may persist into present or forward looking dynamics. And much of the discourse surrounding collective responsibility is based on some connection based upon tradition, community, history, sort of a sins of the father, if you will. You're not considering punishment as individual retribution but trying to involve the community as a whole in the moral and ethical education of individuals. A sort of averaging out of morality, if you will.
So the individualist question becomes do we as moral individuals have an obligation to oversee the moral growth of the amoral, immoral, or moral ignorant members of a group, I think we do. But, is that an equally bad act as a more anti-social action is where it gets harder to read.
