1. There should be an appeals process for offenders who have been brought to trial. The appeals body should be entirely independent of both the voting populace, the Council, and the Jury. Currently there is no way to challenge verdicts or sentences. This is unacceptable.No doubt there are more, but I think that's enough to be getting on with.
2. Abuse of power must explicitly be recognized as an offense under article 8. Currently there is no constitutional basis for punishing elected officials who abuse their positions.
3. There must be a limit on the length of the term any Juror or Council person may serve.
4. There must be a limit on the number of Council members or Jurors who come from any one particular world.
5. There must be a guaranteed number of seats on the Council and the Jury for those of us - the minority opposition - who did not vote for the constitution. If necessary, we must be allowed to form our own squads.
