Too little too late, in my opinion, but at least we can hope to avoid future circumstances like some of the recent ones. Some people seem a little too prone to chaos and disorder, and throwing the already sordid mess we're in into even further disarray and I would strongly rather it be dealt with swiftly and firmly in the future. I have my doubts, but since I'm not in control of it, there's little I can do about those doubts besides what I've already been doing.
But this is a different sort of thing here, isn't it? The rules aren't at all the same and we can't necessarily make them the same as they were back home. We can only be clever enough to find a way to work within them and perhaps shift or mold them a little in time. Once everything is passed and enacted, they'll see where the weak points are and that's when you strike to make your opinions for betterment heard. Some people must be allowed to fail before they can see true. Let them have their ideals if that's what they want to cling to if it makes them feel safe and comfortable. Over time they'll see the error in it.
