Week One - Background Info
Background
Kansas City is the crown jewel in the newly formed empire in all but name carved out by military units associated with the First Infantry Division based out of Fort Riley, Kansas, and units of the Army reserve and Kansas National Guard attached to the division when martial law was declared after impact.
The man directly responsible for the military takeover is Major General Broderic. Broderic used the military to take over a good chunk of northeast Kansas and west-central Missouri. Some troops like him, some think he might have fragged the old commanding general (Major General Jackson). Few of the regulars seem interested in challenging his authority but there are grumblings in the guard/reserve units, who are from the area.
There was widespread bandit activity in the area prior to the takeover, with no unified government existing outside of towns and county councils that didn’t have the power to enforce their judgements beyond the neighborhood or cluster of farms. The military has brought law and order back to the region, but at a heavy price in terms of lost freedoms. At the moment the General still says all the right things about it being martial law and lasting until local elections can be held, but it is clearly a smokescreen as no elections have been scheduled and he seems in no hurry to re-establish civilian rule.
The tribe was last through this particular part of the country a year ago, and established friendly relations with the few civilian governments operating in the area while conducting trades. Broderick’s military takeover occurred a month or two after they left and they hadn’t heard of what had happened. Due to their friendly relations with the old governments the tribe will be looked upon with suspicion by the military establishment and they will generally make life difficult and want them gone.
People: Here are some NPCs your characters can refer to or interact with that reflect the current city dynamic.
(Mentioned only unless mod approved) Major General Kevin Broderic: Military Governor of the Missouri Country. Formerly Colonel Broderic prior to Impact, of the 1st Infantry Division out of Fort Riley. Charismatic and hard charging, cultivates a Patton-like persona. He took command of what was left of the division and the attached guard/reserve units last spring after the old commander and most of the headquarters staff died under suspicious circumstances.
Captain Peter Denver: Administrative officer in the local military government. Glasses, weedy, insists on identification and proper paperwork from everyone in the caravan, making him a general pain in the ass. West Pointer who was in the last class to graduate (graduated a month early due to the meteor, as the military needed the manpower) and looks down upon civilians. Very much a ‘staff type’ instead of a combat officer.
Sergeant Marcus Klinger - CPT Denver’s platoon sergeant and enforcer. He’ll be the one making sure the good Captain’s orders are carried out, a firm believer in the chain of command and admirer of the General.
Private Adamson: Capt. Denver’s young, pimply assistant. He writes down every word that his Captain says. Adamson is jumpy, nervous, and very quiet.
Command Sergeant Major Thomas Gallloway - CSM Galloway will clearly not be part of the local command structure, and just as clearly the local military (CPT Denver for example) won’t like him talking to civilians but can’t do much about it. He came from back east with a small group of people to find out what is going on in the region (and unofficially try and find out what happened to Major General Jackson and his staff). His arrival is a symbol that there is some remnant of the old federal government, and this will send the tension levels in the city soaring as word spreads.
He’ll be interacting with the tribe and will be available for npc scenes. If anyone wants to npc a member of his team speak up in a comment to this post and we’ll work something out.
Jolene Redburn: Last time the tribe came through Kansas City, Jolene was a person they connected with who appeared to know a lot of people in the area, and she served as a member of a city council-like government. She was friendly to Bridget and her crew before, and smoothed the way for them to set up camp and trade. This time around, Jolene has been stripped completely of her authority, and is just a normal “citizen.” She clearly doesn’t like the way this new government set-up is headed, and just as clearly is afraid to speak up too much about it.
Expanded calendar:
Sunday: During the day, the tribe is traveling. If your people are feeling especially adventurous, or are in need of some tradeable goods, they can feel free to take side-trips to check out some abandoned small towns -- remember, salvaging is safest when done in groups. They will camp for the night and will be engaging in last-minute preparations for their trip into the city.
Monday: The tribe will arrive Kansas City in the afternoon after being stopped at a military checkpoint twenty miles outside of town. Upon arriving into town, the caravan will make its way to the park where they set up shop last time around. Within an hour of settling in, however, two military jeeps will pull up and one of the men, Captain Peter Denver, will insist that they move to another location because their current one isn’t in the proper zone. This move is made at great inconvenience to everyone, and the caravan then sets up closer to downtown in the parking lot of a Lowes. Setting up camp takes up most of the late afternoon/early evening.
Tuesday-Wednesday: Trade, interact with locals. Feel free to have them move about the town if you want to. The locals won’t want to talk much in public about what’s gone on in the last year, but in private some will express anger toward the military takeover while a few will be supportive.
Thursday: Trouble in river city, gunfire and bloodshed. Late afternoon/early evening some guard units along with average citizens attempt to storm General Broderic’s Headquarters compound in downtown Kansas City in a Coup d’etat. A fierce firefight breaks out lasting several hours, with Broderic’s forces emerging victorious.
Friday: Due to their connections with Jolene Redburn, one of the citizens implicated in the attempted Coup, the tribe’s campsite is surrounded and all trade cut off. CPT Denver relays an order that they are to pack up and be out of town before sunset, or else. Furthermore they are to be out of the District (roughly a fifty mile zone of control into Missouri centered around KC) within two days at the latest, or else. Meanwhile a bloody purge is well underway, anyone associated with the old government is being rounded up and either summarily executed or jailed without charge.
The old world is clearly being swept away in the Kansas City region.
Saturday: Road trip! Eastbound through Missouri toward Illinois as the tribe attempts to get the hell out of town before the military changes their mind. CSM Galloway and his team will travel alongside the tribe for the day, before going their own way at the start of Week two.
Locations
Macanally’s Tavern: What was one of the first things to come back after the end of the world? Booze! This is a local watering hole near the campsite, modified to work with low tech levels. It has a mix of low level military and civilian patrons and would be a good place for PC’s to find out What’s Going On.
Marketplace: Mostly a farmer’s market where the locals come to get foodstuffs, some non food trading going on as well.
