Tutorial: Using hue and saturation to increase clarity of icon.
This is a fairly simple tutorial for Photoshop 7 that I'm sure is transferrable to other programs.

I sort of have a love/hate relationship with Lohan. While she's fairly talentless to me and has a nasty attitude, I guess she is kind of pretty in certain photographs.
Anyway, I used this image here:
Now, I crop the part of the image I want, of course. I don't have to explain how to do this, most if not all people know how to crop:
Now here comes the good stuff.
1.)Go to Image > Adjustments > Auto Contrast.
2.) Duplicate the layer.
3.) Now, we go to Image > Adjustments > Hue and Saturation, or just press Control + U. Set the hue value to 221, the saturation value to 50, and check "colorize", like so:
Now we should have this:
4.) Set this hued layer's blend mode to soft light at 100%. It should look like this:
5.) Now duplicate the base layer again. Set this layer's blend mode to Overlay, opacity 70%, fill 80%.
6.) Duplicate the base layer again. This should be your third layer.
7.) Now go to Image > Adjustments > Hue and Saturation, and set saturation to 49. Leave all other values at zero, and check "Colorize", like so.
8.) Now this layer should be a reddish color. Set this layer's blending mode to Screen, fill 80%, opacity 80%. It should look something like this:
9.) Now, duplicate your base layer again. Set this layer to linear burn, opacity 75%, fill 80%.
10.) Flatten your image.
11.) I took this border, courtesy of Echoica Brushes and defined it as a brush. I used it as color FFFFFF or white, opacity 86%, flow 90%.
Now you can add whatever text, additional brushes, etc., you want. I used a heart brush.
My final product looks like this:
