1997.  It has been seven years since Regulus Black — Minister of Magic and celebrated war hero — freed the former Order members and Death Eaters from Azkaban.  Some have done quite well for themselves.  Knowing that the Ministry will notice so much as a toe out of line, they've gone on to have productive and prosperous lives.  Others have kept to the shadows, knowing that their time will come once more, and not even the traitorous Minister Black will be able to stop them again.

Of course, for the children born just after the war — a baby boom such that the wizarding world had never seen — they mostly don't care about all of that.  Adult politicking has nothing to do with the day-to-day at Headmistress McGonagall's Hogwarts, after all.  NEWTs are a more pressing concern than a war that ended nearly two decades ago.
