The Ministry is still facing several issues, among them the tracking and destruction of the creatures unleashed by Voldemort. Few citizens have any sympathy or compassion for parahumans - during the war, they comprised the majority of the Dark Lord's armies - and many races have gone into hiding, openly harboring resentment or threatening humans. A secondary issue to come out of the war is the extreme levels of unexplainable phenomena. Magic itself has warped with the war. The control and casting of spells has become more difficult in some areas where the fighting was strongest. Spells do not always work as they should in these places, sometimes taking on the nature or true intentions of the user, other times changed by the aura of the place in which they are cast. Magical creatures have also been affected greatly by the shifts in magical power. Some of them have mutated in horrible ways while others remain unchanged. It has begun to become noticed that some muggles are expressing supernatural phenomena as part of the magical backlash and the Ministry's hold on the division between mundane and magical worlds is rapidly slipping. And there are reports now of magical creatures that truly predate organised, scholarly magic in the world. Elves have been seen, or perhaps only claimed to have been seen, as have creatures like the jacky-twoad, bean sidhe, fairies, daoine sidhe, sluagh, and the other "mythological" creatures of the United Kingdom and Ireland. There are, additionally, reports of minotaurs, trolls, and orcs, but those sightings are generally considered to have less validity. Some wizards theorise that somehow Wild Magic has returned to the islands; there are no alternate theories given any credence, though they are out there and can certainly be heard in many wizarding pubs after people have had a few drinks. In the wake of these events, the Department of Regulation and Control of Magical Creatures has now become the Department for Regulation and Control of Magical Creatures and Unexplained Phenomena. Or, more simply, "the Regulators". |
