This is fascinating, and so well done! I love the critical eye Winky brings to issues of marriage in terms of ownership and what counts as natural, and how her POV brings a lot more wisdom on the subject than any of the wizards and witches in this piece. I enjoyed the glimpses into how the Wizengamot works and the international issues they're dealing with, and like the idea of Minerva is participating in the political process when she's not teaching. I struggle to have much sympathy for either of the Bartys, but you've shown how difficult it is for everyone in that household - and how difficult it continues to be for Winky, even once she's at Hogwarts.
