Yes, and No
In the U.S. it is becoming more practical to learn a second language. There are so many different cultures represented and the minority cultures of Asian and Mexican are growning. They are migrating here and are learning english, but it isn't their primary language. So they are having trouble understanding those around them, and as result many are having trouble understand them as well.
Also, many companies and the government are hiring and paying more to people who have more than one language. So learning a second language may be harder as we get older. It is definately coming to a point where everyone will need to know more than one language to be competitive in the work place.
