Why would "sunrise" and "sunset" be synonomous with "evening" and "morning" when these very words indicate that there has to be a sun present in order for it to rise and fall?
The moon doesn't "govern" the night, really. It's always present, even during the day. We just can see it at night because of the position of the sun. It's not night time because the moon is there.
