Octavius was filling his book shelves with a new book he had ordered for the shop: Practical Candleburning Ritual. The other shops wouldn't carry it because it was a muggle book. But Octavius saw some merit in it. In his view, the power in these rituals came from the magic in a person. Everyone had some form of ability to touch the other world. Even muggles though they had a tougher time with it. But what would be the harm in looking at their ideas for rituals? And looking at the book the ritual for scrying purposes was actually very useful. Given a few personal tweaks of his own.
