Percy stared at Penelope for a long moment, not sure if she was being genuine in her question. Regardless, even if he was the Minister's personal assistant and he did trust her, she still worked for that mockery of a Muggle government, and they might make her talk. Muggles had already done so much to her - why should he open her to be hurt again?
"It's not really my place to say, Penelope," he finally told her, and then the spark in his eyes lit again. "But believe me, it will only be good for England and the world."
