"It wasn't a takeover, Penelope," Percy rushed to assure her, his own brows furrowing at her rather portentious wording. "A takeover implies something hostile, and this was not hostile. The German minister had been ill, and Minister Grindelwald was the natural choice to take the reins." He smiled reassuringly.
"There's not going to be a war between magical and Muggle. The Muggles are scared because they don't understand the big picture of Minister Grindelwald's master plan." They couldn't, poor fools. Yet another reason wizards and witches were superior. "Of course the individuals who've hurt or killed witches and wizards will be punished, but Minister Grindelwald only wants what's best for England, and a war is not in our best interests."
It was obvious he truly, passionately believed every word he spoke: the fire in his eyes and the sincerity in his voice made that painfully clear.
