I'll be honest, I don't know what the laws are governing that. Our family elves were always treated well that I know of and seemed happy. I don't have any power to let you talk to them though. You'd have to take that up with my mother.

My aunt's is a mean tempered one, but they're well suited to each other Ithink they work all right with each other.
