I think I just got a birthday party invitation for someone I've only met once. And looks.... Fancy-ish. Fancy and I are not really on the same wavelength. Please tell me you know some sort of etiquette or whatever for this kind of thing.

Yeah.

Since there wasn't a response card, no, it likely won't. But it doesn't seem to be overly formal, so I don't think you need to be extremely formal about replying. I think addressing it with Dear Mrs Goyle (or maybe she's a Ms. I don't know for sure) and being polite about it, saying either you're happy to inform her you can make it or you regret to inform her that you cannot make it should be good. Don't forget to say thank you for the invite either way. And I usually add in something about being happy (but not necessarily in that word) to receive it or happy to attend. And don't forget to close it out. Sincerely should be fine, but you can pick something else if you'd prefer or if you think it fits better.

I don't know, though, if I'm going. He was a prat in school, and it isn't like we're friends. But he was kind of not mean to me in my journal not that long ago so maybe for a little bit. I don't know. I haven't really decided. ~~I don't even know why I was invited. It isn't like we're friends, and it's probably mostly all his friends. And it's sad that he's probably got more friends than I, isn't it?~~ Are you going?
