OK, so maybe you'd have
both
the situations I described: some people would be profoundly affected by having magic, others hardly at all.
The first type of mage suffers The Pain Of Being Different. The second type suffers The Pain Of Being Lumped In With The First Type.
You could get some great social tension going there...
