Depends on how your fantasy society looks at it. How many people have this inborn ability? Is it common/uncommon?
If you look at it this way it might help: If you have magic users with the inborn power, a real world equivalent might be
money
.
There are the haves, the sorta haves, the works-like-the-dickens-to-haves, and the have-nots. (Or, insert your own analogy there.)
And, of course, the 'haves' can come from any 'level' you want them to, because that just takes hard work and determination, supposedly.
