Quen stood and cleared her throat nervously. “Quenten Delacreaux, Mages Guild,” she said, and then launched into a speech she'd obviously prepared in advance and memorized.
“I spent the weekend in the Commoners District helping my neighbors who were displaced by the battle on Friday night. I haven't heard any official numbers, but just from talking to people, it seemed like the property damage was far greater than the hume casualties, and considering just how much damage there was and how many civilians were in the Commoners District at the time of the attack, that's really amazing. However, we've had two attacks in the city in the past two months, and I think it's time that we had a plan in place for if this ever happens again. If we had a city-wide evacuation plan for each district, the fighters and the mages could concentrate on removing the threat without the risk of causing unnecessary hume casualties.
“I have a lot of ideas for how this could happen. One of my ideas is that the fighters guildhalls can be used to house the people from the evacuated districts until their district is safe to return to. They are big buildings with large open areas, and the fighters will be involved in the battles anyway. Another idea I had was that city block could be assigned a number, and that number will correspond to a specific guildhall in another district, so that people will already know where they are to go in the case of an emergency. The notification system already in place can alert people who need to evacuate. I have some other ideas about things like how we could evacuate people with limited mobility, but I don't want to take up too much of your time. Thank you for listening.”
