Henry is raging. Again, always. There's not enough money, there are too many debts, there is France to think of, and the Emperor, there is Catherine. And no matter how he, Cromwell, demurs with reason, the lady, the concubine, the Queen goads with her treacly smile. "But are you not the King?"
England cannot bear these sweet smiles, cannot bear another harvest tax, cannot bear another war to ease Henry's restiveness.
He wants to talk to Wolsey. Dead these six years, the cardinal must know what the future holds. But his ghost only say, "It will be a cold winter."
