[Monday afternoon, amid PR flurry and swank celebrations planned throughout the evening, Arkham City opens. Prisoners, who were being housed in neighboring cities, are carted in like a parade, and Gotham's Mayor declares the prison a revolutionary marvel. Gotham PD, it's announced, will have no role in running the new prison, which spans Gotham's seedier areas and sits atop old Wonder City. Instead, specially trained TYGER guards will run the prison and maintain order.
