Rabastan asked Augustus' permission, and perhaps the rumor spread as Rabastan seemed to have too many extra trips to Gringotts in order to check on various things, which included someone within their circle seeing Rodolphus hand Rabastan a small box—a small box that, when opened, actually made Rabastan smile.
Thus, suspicions rose.
Various witches and wizards talked amongst themselves, but were careful. Rabastan was fully aware that it came to the point with Jocelyn that he needed to propose or risk regretting it—something unwanted and unfamiliar. Though he risked many things in his life, the instability he grew very accustomed to. Jocelyn has been a constant in his life for a very long time, and he needed to learn to settle down at some point. Rabastan had been on edge and paranoid throughout the majority of his life. No amount of even the best potions have done him much good, and going to various healers and seeking out counseling (in secret) only led him to think he has some form of a post-traumatic stress syndrome from Azkaban.
The advice he did consider, ponder, and mull over time and again, however, was finding a sense of routine for his previously chaotic and uncertain lifestyle.
After a long celebration, Jocelyn stayed the night with Rabastan. Arising early, Rabastan prepared everything he needed to, including slipping Jocelyn's engagement ring onto her finger while she still slept.
Without waking her, Rabastan headed down to the kitchen after a long, hot shower for his usual morning tea and newspaper. He acted as though nothing was out of the ordinary as he sat at the table.
