Misgivings were normal. Even Peggy had them, and though she hadn't wavered in her support for Steve, she couldn't promise it wouldn't happen. Everyone got to have their doubts. They were entitled to second thoughts. She'd be shocked if nearly everyone here tonight hadn't wondered what in the hell they were doing- if it was smart, if it was the right thing, if it wouldn't be better to stick with the devil they all knew rather than do anything more. She didn't hold that against anyone, provided the answers they came to meant continuing on this path toward change.
Scott could doubt. He could hem and haw and reconsider a hundred times. So long as he stayed the course, stayed on their side, it was fine. That was what mattered. Why could vary. She was doing it for Steve. She'd wager Bucky's motivations were the same. Tony... Tony might've been persuaded by his unexpected dependent. Who knew why Natasha was here, though Tony and Clint both seemed to trust her. It was complicated. For all of them, it was going to get even more complicated as they widened their group of allies.
Assuming that was a thing they could do. There was such a small window in which to work, and Peggy hated to be rushed.
"You're not wrong," Peggy sighed, mouth turning down in a brief, unhappy frown. Steve was their lynchpin. He and Tony were the key players in doing anything at all. Passion and resources. Heart and mind. She shook her head and smoothed her expression out again with the ease of practice. "We'll all do our best, mm? It's the only thing anyone can expect."
