Bucky + Peggy
Peggy softened with every word Bucky said, describing the life he wanted with Steve. It was painfully obvious how genuine he was about it all. His love was deep and authentic. He doesn't mean to hurt Steve. Yet she knew he does. But that was for Steve to bring up. It was not her place to speak for him.
"Yes, well, I imagine there's the rational and the irrational thought process to consider. Rationally, he understands that he left you behind and you had every right to find some way towards happiness again. You deserve that every bit as he deserved his rest from war. Both of you have been in one fight after another for so long." She tilted her head as if to say on the other hand. "Irrationally, he's imperfectly human and can be jealous. And out of all the possible people you could have moved on with, I'm sure it being someone with such laden history like Zemo is difficult to stomach." She could understand that, too.
She'd seen Tony earlier with the man introduced as his boyfriend. She also recalled what Steve said during their last conversation. Tony didn't feel that way about Steve and Steve was not pursuing him.
"No, he did not get into the nitty gritty," Peggy admitted, hoping Bucky will fill in the blanks. "This... arrangement between you and Zemo. Steve tells me he's allowed it. It is not as if you are being unfaithful to him if it is permitted. However, regardless of who Zemo is and what he might represent to your pasts, could you honestly say you wouldn't feel some type of way if you had to share Steve with someone else?"
