Zemo was quiet for a moment, observing Will. 'Handle an issue' could have meant many things, and in the context of New York - the version of New York they experienced - the baron was very curious to know what sort of issue Will had needed to deal with.
He hadn't known Will all that long, but he had gathered one thing almost for certain: Will was not a hero. Not in the sense of Captain America or Iron Man, at least. He didn't have super powers (that he was open about, at least) and he didn't fight crime for a living. Not in the same way that the Avengers did. So, with that said, Will likely didn't have people like Red Skull or Ultron coming after him. So.. who would?
But that was an awfully personal question. One that Will might not be too eager to answer. At the same time, perhaps Zemo wouldn't be ruffling too many feathers by asking him to elaborate?
"Big cities can have their charm. Even in the busy streets of New York, you can find pockets of quiet. But you're right, too many people can be unpleasant." Zemo paused, taking a sip of his scotch. "What sort of issue did you need to handle, if you don't mind me asking?"
