It's a nice thought, but realistically speaking, it's not going to change anything. Say they put an ungifted on the Council. Someone born to a good family in an upper district is going to be the one getting the seat, not someone that's been shoved off into the slums. I can't imagine it actually changing the way ungifteds are treated. Those born to wealth and luxury would not respond well to losing out on the better jobs and housing to the ungifted, who they have been raised to believe are inferior human beings. If we want to change anything, it's the way our children are taught to look at one another.
