Explosions meant clean up, occasionally they meant injuries. She'd had a time or two where someone with concussive powers knocked out walls, there was some structural damage. An underground facility usually scrambled to sort that very quickly, it was too risky not to after all. But some powers were just dangerous without being destructive in that manner; telepaths, life force, death force, dreams and illusions. They could cause damage in ways that were unseen until it was too late.
Headcounts did tend to give the impression that they didn't know who or what was missing. Or that there was a question mark on the whole situation. The fact that Clementine Garraway didn't know those she'd been in the room with was largely the reason to continue the head counts, even as the telepathic woman confirmed two deaths, and one was identified by his psychic connection to others. Darcy had been a little more complicated. "No, at first we weren't able to identify her." It was primarily because she'd been almost mummified, the quick decay of her entire body at the hands of Reaper's powers making it exceptionally hard to work out who it was that passed at first. "But the ID number on her limiter came back, we're running dental and DNA but, it's her."
They were being thorough, and if the limiter ID wasn't as definitive as DNA, Saffron wouldn't have pulled David away. But by that point he'd likely noticed his sister was missing, and this was easier than him figuring things out in a room full of other people. "I understand this is difficult, it's a lot to process, but I am here to help you in any way I can." Even if she didn't know what that was and would likely be googling it later.
