The lunch date was not a surprise. Percy knew to expect Charlie. That was, if he remembered. Charlie made his way out of his area, and headed to the main lifts, taking it to Level 1, giving the other occupants a nod as he watched them get out before he did. He strolled onto the floor, as well as he could, limping only a little bit as it was still early in the morning.
It hadn't taken Charlie long to gain access to Percy, where his younger brother made him wait a bit while he finished up what ever report he was working on. Charlie had watched, feeling proud and not a bit envious of the responsibilities Percy had, and wondered how long he was going to be able to keep it a secret before he had to tell him. He wasn't going to let Percy know until the very last minute; Percy was sensitive and Charlie was worried that if he let the cat out of the bag too soon, Percy would bolt or get sort queasy.
When he seemed ready at last, Charlie hinted that he'd picked a new place for them to have lunch at, outside of the Ministry. There had been a small debate about time, but Charlie was persistent, and soon, he had Percy in the Lift and they were heading towards the floos that would put them out on the street, just outside of the Ministry. Charlie chatted a bit, about seeing Bill but it was a slightly stifled conversation, as it kept coming back to the Burrow or home or something to do with Mum. So, he was quiet next to Percy, knowing that Percy would want to keep things private and not let others hear about his personal affairs.
Once they were on the street, Charlie offered to apparate them, and only when they arrived, did Charlie finally tell Percy where they were going for lunch. With the fields around them and the familiar building in front of him, Charlie said, "Home, Percy. Its all fixed. We are going to have lunch with Mum, just the three of us."
